Characteristics of the KPH(Korean Healthcare Panel) Compared to Domestic and International Healthcare Survey Data

Abstract
There has been a growing demand to accurately understand changes in total health care expenditures due to social and economic changes which factor makes the changes relatively dramatic by grasping total health care expenditure that is expected to continuously increase. The National Health Insurance Corporation (NHIC) has been investigating behavior of medical using and medical expenditure since 2008 in collaboration with Korea Institute for Health and Social Affairs (KIHASA). After taking reasonable security measure to protect personal information, the Korean Healthcare Panel began to examine the results of these studies to build d atabase lik ed to d ata from t he N HIC. T he K orean Healthcare P anel i s the first healthcare panel that periodically investigates the same households between 7,000 and 8,000 by using PAPI(Paper assisted Personal Interviewing) and method of record of household expense for medical expenditure of Korean Healthcare services. This study shows analytical models for healthcare services based on the KHP. It examines the differences between other types of panels such as MEPS, representative panel survey of the U.S., and various social surveys the NHIC and carries outs and the KHP. The KHP analyzes in detail how interviewees utilize healthcare services and which healthcare institutes they use. And it also examines the share of co-payment in total healthcare expenditure and types of non-benefit services. The KHP provides basic materials that can be used for academic and policy relevant research as well as practical business of the NHIC. To make the KHP more lasting, more systematic survey methods and more additional periodic surveys that cover various classes and contents to improve panel independence will be required.
